Our Firm

The Proper Analysis Corporation was founded in October 1992 after Bill Proper realized that most of his accounting clients were not getting the comprehensive, independent investment advice they clearly needed. Frequently, they were following piecemeal plans that exposed them to much more risk than they realized and that led, all too often, to disappointing results. In fact, it was his clients' persistent questions about investments that led Bill to seek a full-time partner with extensive experience in the securities field to provide the objective financial advice his clients so desperately needed.

Meanwhile, Anne Ogan, also observing that individuals' and small companies' needs for sophisticated investment strategies were not being met, wanted to find a partner to build an investment consulting firm to fill this void. When Anne met Bill in July of 1992, they refined Bill's initial plans for providing the service and formed The Proper Analysis Corporation. Now, two professionals lead the firm:

William D. Proper, C.P.A. In 1967, Bill Proper received his Bachelor of Science degree in Business Administration from Miami University, where he majored in accounting. As a Certified Public Accountant, he joined the audit staff of Ernst & Ernst and worked there until 1971, when he left to join Laks & Wynbrandt. At Laks & Wyndbrandt, which became Laks & Proper when he became a partner, he was responsible for total client service to a variety of corporate and individual accounts. While working at Laks & Proper, Bill received his Doctorate of Jurisprudence degree from the Cleveland State University Marshall College of Law. Although Bill is not engaged in the practice of law, the firm's investment management clients benefit from his extensive knowledge of taxation, ERISA retirement regulations, and estate planning considerations.


Anne P. Ogan, C.F.A. Anne Ogan received her Bachelor of Arts degree in economics from Radcliffe College in Harvard University in 1969. Since then,  she has been continously employed in  Cleveland's professional investment community. Her experience began with research positions at Union Commerce Bank and Ball, Burge & Kraus. She held institutional sales positions at two leading New York institutional firms, Salomon Brothers and First Boston Corporation. As Vice President at First Boston from 1979 to 1988, Anne was an equities specialist when that firm's research department consistently topped the rankings in the prestigious Institutional Investor All-Star polls. In 1990, Anne became a managing director of McDonald & Company where she had served as director of research since 1988. She was also a member of the investment policy committee. A Chartered Financial Analyst, Mrs. Ogan served on the Executive Committee of the Cleveland Society of Security Analysts for 15 years and was the organization's president in 1987-1988.
